Merge pull request #242 from pgsty/codex/fix-iam-admin-authorization

Enforce Admin self-service denials, session credential boundaries, root credential protection, and safe service-account issuance/cleanup.

Accepted commit 2616d43fbc after the complete IAM/STS integration selection, focused race tests, build/verifiers, and all eight hosted checks passed.

Related to #222; release and deployment remain separate.
